If we throw out the lyrics to "Hey Little Tomboy" and consider it on purely musical terms--both the instrumental track and the vocal parts/melody minus words--does that change anyone's impression?
I ask because while the slightly nauseating lyrics are often what gets mentioned (including by me), honestly I can't say I'd be much kinder to it if it had really strong lyrics. You'd lose the "ick" factor, but then you'd be left with the "meh" factor that is the bane of MIU and, in my opinion, a lot of post-Holland Beach Boys. You're left with something recognizable as Beach Boys, but more like a shadow of what you know and love as Beach Boys. Fourth-rate stuff. It isn't terrible, but it's certainly not particularly good. Maybe if it had another section to change things up. Some melody added to pique one's interest. Something.
OK to slightly good is about as much praise as I can give it - and that's just for the backing track. I think they were looking for more Brian Wilson originals to use for the M.I.U. Album. I'm not really sure what Brian or the guys heard in the song to pursue it after the Adult Child decacle, especially when there were much better songs to choose from that project.

One thing that's odd about it to me is that they hung on to it across several albums. They worked on it somewhere prior to Love You, as Brian briefly mentions it in the famous 1976 Bob Harris interview. If you haven't heard or want to hear his comments again, they are within the first minute of the interview. It seemed likely for what was to be named Love You, then it was on Adult/Child, and then found it way onto MIU. So for roughly two years, they thought "yep, this one goes on our next album, whatever that album may be."
With decisions like that, it's not hard to understand Dennis's disenchantment with their direction through the "Brian's Back" era (though based on his loyalty to Brian, I don't know that he'd lay the blame there so much as on Al's and Mike's decisions).

They got the wrong vocalists on that song. From what I've read, the band member most likely to be chasing young girls was Dennis. And they could follow it up on the album with "she took off her clothes and moved in my direction".
