I see that Al has released the Postcard album again.
For a relatively new album, it's been released and re-released a lot.
He could at least add some extras to entice collectors. Maybe some live tracks from the Storytellers shows. One of the other versions of Waves of Love.

Compared to most albums that have been re-released multiple times, Yes, I'd say so. Especially when you consider said album is from a musician with a six decade long resume.

Absolutely, if the subject we're talking about is album reissues, 12 years is relatively new!
Albums typically get a reissue treatment for big anniversaries: maybe 10, but usually 20, 25, 30, 40, 50 years. (See: Pet Sounds and its 25,783 reissues, often at anniversaries.) So to have reissued Postcard numerous times in just over a decade? In context, that is absolutely relatively new.

Today's rerelease is for digital only. The CD rerelease is coming later in the fall, but no specific date has been announced yet.

Which version is the west coast version of Waves of Love? On Al's Facebook page, he claims it to be previously unreleased. I can't check with Spotify being blocked at work.

When I check Spotify, the only version of the album I see is dated 2010 and has the WoL that seems to be the one I downloaded dated 2012. Spotify also has WoL 2.0, which I think was released the year before last? But I don't see any new version of the album or the song.
I do recall him explaining the "West Coast Version," I think maybe during an interview he did when he released 2.0 and Jennifer Clover. As I recall it was because he considered 2.0 the East Coast version, maybe? It had to do with who mixed it and when, if I'm not mistaken.

Al Jardine, yes, I'm talking to you: leave this album alone! Focus your energies somewhere else, like maybe some new recordings? Or if it has to be old, but not really old music, maybe try to get SC and SIP released on vinyl and cd. How about an Original Master Recording of The Beach Boys 1985 or Holland?
