Now that I think of it, was Al on the track or in the video either? Off the top of my head, I only recall hearing Brian and Mike, and seeing Brian, Mike, and Bruce. I believe Al is in the beat box section, acting as one of the guys scratching records.

As I said in the thread about the Super Bowl Halftime Show, I had a rap phase in the early 1990s that coincided with fourth, fifth, and part of sixth grade. But, I grew out of rap at some point in the spring of 1992.
While that rap phase did include the more fun early rappers like The Fat Boys, I think my rap phase happened too late to get into this song. In fact, I don't think I knew it existed until I really started digging into The Beach Boys in the summer of 2012.
That said, considering I first heard it 20 years after outgrowing rap, I don't like it. Frankly, I don't care for collaborations between rappers and rockers even when it's "well done" (ie. Aerosmtih / RUN DMC). Although, it's somehow less silly when real rappers are involved, unlike a certain Beach Boys song that would be released in the near future.
I've giving this a two. Although, I will say that I find it somehow more effective than some of the left turns the band were taking in the late 60s (ie. much of Smiley Smile) and 1970s.

As long as the idea is a parody of each "team," with the two sides getting together, it's just destined to be nothing but a novelty. When you think of this, or of "Walk This Way," or even Anthrax and Public Enemy a little later with "Bring the Noise," that's always what it was. It's like a reality show.
But the Beach Boys don't have to be presented as they are in that video, nor do the Fat Boys have to be made to look dumb on the beach. Run-DMC and Aerosmith don't have to be presented as different species in "Walk This Way." (We won't mention LL Cool J's collaboration with Brad Paisley...)
I think the best results from an artistic standpoint, something that wouldn't be that kind of a jokey novelty, would have to be from a group that actually uses rock music and has a rapper in it. Something where they understand one another's genres much more intuitively and aren't making it as a one-off gimmick. A group like The Roots does use live instruments and certainly would be more than capable, but I don't really know their catalog. Maybe they've done something like rock with rap.
Otherwise unfortunately that more unified approach is what spawned the horrible nu-metal that incorporated rap (or at least DJs), Kid Rock, and other stuff that seems frankly like a parody of all music. But in theory, I think that would be the way to go. Not a one-off joining two very different forms, but a natural fusion of forms.

There was a pretty popular Jay Z collaboration with Linkin Park in the early 00s, but Linkin Park were on the tail end of that nu metal subgenre you mentioned.

The voting is very evenly spread out right now. This morning, though, before a few lower votes were cast today, I thought the rating was surprisingly high. At the time, it outranked 17 singles and without my vote it would have outranked 20 (and been within .2 points of "Getcha Back", "Lady Lynda", and "Cottenfields")!

I check those sorts of things on occasion, and am pretty often surprised. But it goes to show that especially with so diverse a catalog over so long a period of time, you're bound to end up with some pretty wildly diverse ratings. (The Beatles/solo thread has shown similar results, I think.)
But for example, of the three you mentioned "Wipeout" being close to, I'd prefer it to "Getcha Back." For sure.

I do think the success - and they were successes - of "Getcha Back", "California Dreamin'", and "Wipeout" led to a resurgence for the band. They were being heard AND seen, something which gradually but consistently disappeared after 15 Big Ones and the "Brian Is Back" campaign. Also, don't underestimate the importance of Live Aid and other random TV appearances. However, "Kokomo" was bigger, much bigger. That damn song was everywhere! And, you had the movie and the soundtrack and the video and John Stamos and Full House. I've never seen the statistics but I'm sure there was a serious bump in record sales (look at the commercial success of Still Cruisin' which was a joke), and I know the live shows now had an added attraction which was a NEW No. 1 song (do I sound like Mike). Yeah, the band was drawing large crowds pre-Kokomo; I attended many of them. But you got the feeling that they were riding and were gonna ride the success of that No. 1 record for at least a few more years. I don't know how the guys felt about the artistic merit of "Kokomo" and "Wipeout" (well, I do with Mike) but I'm sure they were laughing all the way to the bank.
