Maybe someone on the inside is a fan of this thread and wants to contribute! To some extent, they kinda already did...blow it that is. With NOT releasing it at Memorial Day or the 4th of July.
First, this comp should not have taken that long to assemble. They knew it was coming. They only had to work with 2-3 years of material as opposed to a career-spanning compilation. And, as has been mentioned, there doesn't seem to be an abundance of new songs to assemble/mix/master.
Second, and I know this would require common sense, but didn't anybody at the BRI planning meeting stand up (or stay seated ) and say, "Hey, this is a new Beach Boys' release and we're in the middle of a pandemic. Hello!!!! Think of all the Beach Boys' AND music fans just sitting at home and looking for things to do/listen to. Wouldn't this set be perfect to play around Memorial Day (the beginning of summer) or around The 4th of July (when summer is peaking). Can't get to a music store? All you have to do is sign onto Amazon, hit purchase, and it would arrive in 3-5 days. But noooooooooooooooooooo...

I mostly agree with you, but just to be a devil's advocate here, remember that they would have to audition far more tape than they end up selecting to use (to determine what they're going to use). Plus, if it is like typical releases like this, they'd also be going through session tape--mostly unremarkable and unusuable--to find tidbits of sessions they want to incorporate. And they'd presumably be remixing or remastering a lot of (or all of) the content, not just the "new" songs.
So the project still would require a lot of time, it's not just a matter of pulling 3 "new" songs off the shelves, remixing or remastering them, and packaging it all up.
That said, the rest of what you say is still true: they knew it was coming and had plenty of time. By the sound of it, they used that time: the musical portion of the work has been done for however long now. That wasn't the holdup.
