Wow! I've never seen that. Actually, I've never even heard of that TV show, Happening '68, so I googled it:
You know, when you see videos like that, it's no wonder the group faded away. They really didn't have much charisma around that time, did they? Unless you consider that psychedelic, which might've passed for that in 1968...

You might be able to speak to this a little bit, but did people notice or care when artists lip synced? There's a lot of stuff like this where it's so obvious that I have to wonder what's the point? Were certain shows not equipped well enough to handle a live performance? In this instance, it's not like they weren't performing those two songs live anyway.

Regarding the lip synching, I think it varies from fan to fan. Some probably don't care but there's always the purists out there who are revolted by it. I would also imagine that the budget of the respective shows played a part in it. Could they spend the time and money to set up live performances by varied groups/artists, week after week? However, there are/were shows that obviously had the money (like American Bandstand) but opted for lip synching. I would think it was much simpler to play a tape/digital source and avoid a lot of potential headaches and snafus.
The Beach Boys certainly had their share of embarrassing lip synched performances, especially in the 1976-90 period.

In some places there were (are?) union-related rules and regulations about it. I can’t recall the details but I’m positive I’ve read it.

Nothing will ever top Brian lip synching Carl's verses in Good Vibrations in that one Merv Griffin medley from 81, but it was still amusing seeing Carl sync Brian's parts in Wake the World. A great find, especially the surfing footage.

I know it's not exactly lip synching, or lack of, but Dennis doesn't even attempt to imitate the beat either (on The Beach Boys Medley clip).

Dennis was always a great one to watch on late 60s tv performances. Dropping sticks, missing cues, being startled by the camera...he was pure entertainment

You guys have probably seen this before, but new to me: TV special featuring Michael Vosse's home movies, with cameos from David Anderle and Brian Wilson (1987)
Too bad that there isn't much in the way of Smile, but there was some cool footage of the Burrito Brothers I'd not seen before. Amongst others.

Michael Vosse said, "My best friend from college, David Anderle..." I didn't know they had a prior relationship before working for Brian Wilson/The Beach Boys. That was a fascinating period in music history. I wish I would've experienced it.

The greatest video snippet in the history of The Beach Boys. Our team in all their ragged glory. Rocky standing next to Brian singing a prominent vocal part. And Brian? That laugh. Those facial expressions. Sigh... I wish the picture quality was better. Some day.
