My reason for asking was three-fold. First, No Pier Pressure followed That's Why God Made The Radio where the vignettes were first fleshed out. Second, Brian is famous for never forgetting an old piece and resurrecting it when it's timely. And third, which falls in line with the second, there might've been a possibility that Brian needed some quality material for No Pier Pressure and might've been experiencing one of his writer's blocks. Oh, I totally get it: very reasonable question. I just wish we had information.
I speculate that some of NPP comes from that material for the reasons you list. Brian--as does many a songwriter--makes use of his stockpiled material, and especially in the later years he has seemingly been churning out less new stuff. So it would make total sense.
I thought I read on one of the Forums, possibly from an insider, that much of NPP came from the 1998 writing sessions with Thomas (which also spawned a great deal of TWGMTR material). That's probably one of the reasons behind Brian's "I haven't written a song in 20 years comments."

He had insights into the much earlier origins of "Runaway Dancer" back when it was "Talk of the Town," for example.

Also, I wonder if Bruce, when using the term "great", didn't really mean "genius"? And, that is certainly a subjective term/argument, too. Yeah, I have to say I don't think that would clear up the issue at all. What are the results of genius if not greatness?
The point about it being before his solo work does make a difference, though. Because while I'd still include a few Love You songs in that mix, I can see where the bizarre lyrics and bad singing would be negatives for a lot of people, and especially someone as traditionalist as Bruce.
